RUSSIAN BORDER GUARDS SEE AFGHAN THREAT RECEDING. A senior
member of the Federal Border Guard Service said on 24 October
that the situation on the border between Afghanistan and
Tajikistan is stabilizing and that the danger that Taliban
forces may cross into Tajikistan is receding, Interfax
reported. Also on 24 October, Tajik Defense Minister Colonel-
General Sherali Khairulloev said that the recent escalation
of fighting in northern Afghanistan between the Taliban and
Northern Alliance forces demonstrates the need for
coordinated joint counter measures not only on the part of
CIS Collective Security signatory states but of other CIS
