Media Freedom Group Issues Appeal on Death Penalty in Tajikistan

The executions of Dovud and Sherali Nazriev have reportedly been put on hold,
following an intervention by the United Nations Human Rights Committee in January
2002.
The brothers have appealed to President Imomali Rakhmonov for clemency, and their
appeals will be decided by the Clemency Commission. It is not known when the
decision will be taken. Continued action by Amnesty International members may save
their lives.
The men were sentenced to death in May 2001, after a trial that was reported to be
unfair, and were reportedly ill-treated in pre-trial detention. They had been
convicted of attempting to assassinate the mayor of Dushanbe, the capital of
Tajikistan, in a February 2000 bomb attack. There are allegations by the lawyer and
independent journalists that the real culprits have not been found. The brothers'
family maintain that the charges against them have been fabricated to punish them
for fighting with anti-government forces during the country's civil war of 1992-97.
FURTHER RECOMMENDED ACTION: Please send appeals to arrive as quickly as possible,
in Russian, English, Tajik or your own language:
- asking the authorities to confirm that the executions of Dovud and Sherali
Nazriev have been put on hold;
- urging the President to use his constitutional authority to commute their death
sentences, and all other death sentences that come before him;
- expressing concern at allegations that the men's trial did not meet international
standards for fair trial;
- urging the authorities to carry out a prompt and impartial investigation into
allegations that Dovud and Sherali Nazriev were beaten while in custody, with the
results made public and anyone found responsible brought to justice;
- urging the authorities to impose a moratorium on death sentences and executions
pending a comprehensive review of the death penalty.
